After the government introduced its national infection control rules on 3 January, the Trondheim municipality’s own corona regulations were adopted by the presidency today.

These are the regulations that will apply from today until 31 January.

Temporary regulations on infection control measures Trondheim municipality.

Established by Trondheim municipality by the chairmanship pursuant to the Infection Control Act (LOV-1994-08-05-55) § 4-1 first paragraph letter a) cf. the municipality’s delegation regulations section 4.37.

New regulations that replace previous temporary regulations on infection control measures in Trondheim municipality.

§ 1 Purpose

The purpose of the regulations is to establish infection control measures to prevent or limit the spread of SARS-CoV-2 in the population and to ensure the maintenance of sufficient capacity in the health and care service during periods when infection rates nationally or locally are rising or high.

§ 2 Scope

The regulations apply in Trondheim municipality

§ 3 Number limitation in shops and shopping centers

Stores, shopping centers and other outlets must ensure that there are no more people present on the premises than can be kept at least one meter away. The permitted number of customers in the premises shall be calculated on the basis of the size of the premises. If necessary, security shall be carried out to ensure that the requirement is complied with.

§ 4 Public transport and the use of bandages

Passengers in public transport must wear face masks. This also applies to indoor station areas. The obligation to wear a face mask does not apply to children under the age of 12, or persons who for health or other reasons cannot wear a face mask.

§ 5 Mouthpiece in taxi and registration of travelers

Passengers must wear a face mask in a taxi. The mouthpiece must be put on before the passenger gets into the taxi and must not be removed until the journey has ended and the passenger has got out of the taxi. The obligation to wear a face mask applies correspondingly to the driver when there are passengers in the taxi. The obligation to wear a face mask does not apply to children under the age of 12, or persons who for health or other reasons cannot wear a face mask. All taxis must register all customers at each run with name and telephone number.

§6 Duty to use face masks for hairdressing, skin care, tattoo and piercing services, etc.

The duty applies to both employees and customers. Customers can remove the mouthpiece where necessary to perform the treatment.

§7 Duty to use face masks in the public space in general

Mouthpieces shall be used in shops and in the common areas of shopping centers. Mouthpieces must also be worn at restaurants and in religious and philosophical houses, except when sitting at the table / on the square. Mouthpieces are also mandatory in rooms for cultural, training, sports and leisure activities. The obligation to use a bandage does not apply to athletes during the actual cultural or sports activity. The obligation to wear a face mask in the first paragraph applies correspondingly to employees in places where it is not possible to keep at least one meter distance from visitors, cf. the first paragraph. This does not apply to employees in places where other infection control measures have been implemented for the employees, such as the use of visors, partitions and the like. in accordance with the recommendations of the National Institute of Public Health. The obligation to wear a face mask does not apply to children under the age of 12, or to those who for health or other reasons cannot wear a face mask.

§8 Home office and meeting activities

Employers must ensure that employees work from home as far as is practically possible and appropriate for carrying out the work. Employers must be able to document that employees have been informed of how this is to be carried out in the company. In other respects, national rules and guidelines on infection control in workplaces apply.

§ 9 Serving and pubs

Catering and pubs in Trondheim municipality can stay open if they meet the requirements for proper operation of restaurants that follow from regulations of 27 March 2020 no. 470 on infection control measures etc. at the corona eruption (covid-19 regulation). All restaurants and bars must register all individual customers on arrival. The Municipality of Trondheim may close those restaurants and bars that do not comply with the requirements for infection control-sound operation and the requirements in this provision, cf. the Infection Control Act § 4-1 third paragraph.

§ 10 Restriction in social contacts

Social contacts in addition to one’s own household and contacts in work situations shall be limited to 10 per week. By 10 social contacts is meant contacts in total for all household members in addition to contacts in kindergarten, school and work.

§ 11 Distance requirements for private gyms, physical institutes etc.

Private gyms, physical institutes, etc. can stay open if it is ensured that at least 2 meters distance is observed between the visitors who engage in physical activity.

§ 12 Leisure culture activities indoors

Leisure culture activities are canceled until 18.01.2021. This also applies to all indoor activities that bring children and young people together across classes / cohorts. Exceptions are made for the cultural school’s teaching and the offer in leisure clubs for children and young people with special needs.

§ 13 Sports halls

Sports halls will be closed until 18.01.2021, except for top sports.

§ 14 Liability

Trondheim Municipality does not assume financial responsibility as a result of imposed measures.

§ 15 Exemption

The municipal superior may in special cases dispense with the regulations.

§ 16 Punishment

Intentional or negligent violation of provisions in these regulations is punishable by fines or imprisonment for up to 6 months, cf. Infection Control Act § 8-1.

§17 Entry into force, duration and change

The regulations enter into force immediately after announcement and up to and including 31.1.2021 with the exception of §§ 11 and 12. The municipality may extend, repeal and amend the regulations.

Here is an overview of the strengthened national infection control measures that currently apply until 18 January. These are national measures that apply to everyone. Check your municipality’s website for local measures.

Travel
Avoid all unnecessary travel at home and abroad. Domestic cabin stays with people from the same household are not recommended, but follow the local advice and rules that apply.

Arrival Norway
All travelers to Norway are obliged to test for covid-19 as soon as possible, no later than one day after arrival.

All arrivals must be quarantined for ten days.

Possible to go out of quarantine after day seven at the earliest if the passenger tests negative for covid-19 twice after arrival.

Foreign travelers must also present a negative test taken less than 72 hours before entering Norway.

Persons who do not have a permanent home (rented or owned) or a suitable quarantine place through an employer and client in Norway, must stay in a quarantine hotel.

(Some groups have exceptions to these rules, such as socially critical personnel and children under 12 years of age).

Social contact
Avoid having guests in your home until January 18th.

Exceptions for necessary home services and visits to people who are in the last phase of life.

Single people can be visited by or visit one or two regular friends or one permanent household.

Children in the same cohort in kindergarten or primary school can meet.

Events
Events are recommended to be postponed until after 18 January.

Rules if an event must still be held:

A maximum of five people, or all in the same household, at private gatherings outside the home, such as a birthday party in a rented room. Exceptions for children in the same cohort.

Maximum ten people at an indoor event, still 200 people where everyone in the audience sits in fixed seats.

Maximum 50 people at funerals / funerals, even if the seats are not fixed.

Maximum 200 people at outdoor events, still 600 people where everyone in the audience sits in fixed seats.

Higher education, schools and kindergartens
All teaching and all planned events at universities, colleges and vocational colleges will go digital until 18 January.

All the country’s upper secondary schools and secondary schools are moving to the red level.

Jobs
Home office for anyone who has the opportunity to do so.

Sports and leisure activities
All organized leisure activities and sports activities are recommended to be postponed until after 18 January.

Top sports and other events with the exception of distance requirements and without the public are not included.

Outdoor activities are carried out so that it is possible to keep a good distance.

Restaurants, cafes, bars
National ban on serving alcohol at restaurants and events. Contact information must be registered for those guests who agree to it.

Shops
All shopping centers and shops should introduce number restrictions and access control so that it is possible to keep your distance and have access control.

The current infection situation in Trondheim entails a constant updating of infection control measures that apply to all Trondheim’s residents, and it is important that all tenants comply with current rules. This is important because we want the housing conditions to be safe for all residents, but also because we all, as responsible citizens, have a common responsibility to protect those who is most vulnerable in our society by complying with the public regulations, which are adopted with common goals to be able to protect and limit infection in our society in general.

Today, as many as 44 new cases of infection have been registered in Trondheim, which has led to Trondheim convening an extraordinary chairmanship meeting to discuss the ongoing development and increase in the number of cases of infection.

The following provisions were adopted for Trondheim:

1. Social contacts in addition to one’s own household and contacts in work situations shall be limited to ten per week.
2. At all restaurants, both restaurants and bars, there must be a bar stop at 10 pm. The one-meter rule continues.
3. All restaurants, both restaurants and bars, must register all visitors on arrival with name and telephone number.
4. All taxis must register all customers at each ride with name and telephone number.
5. All unattended gyms should be closed.
6. Group training is not allowed. This applies to gyms, not sports.

1. Indoors in public spaces such as shops, common areas in shopping malls, in restaurants with and without a liquor license except when sitting at the table. Applies to both employees and guests.
2. In hairdressing and beauty salons and other businesses with one-on-one contact such as. offers skin care, tattoos, piercing and other activities covered by regulation 6 May 1998 no. 581 on hygiene requirements for hairdressing, skin care, tattoo and piercing activities, etc. (hygiene regulations) hygiene regulations. Applies to both employee and customer.
3. Religious and philosophical premises
4. Premises for cultural, sports, fitness and leisure activities, for example in cinemas or in sports halls. For the athletes, this does not apply during the actual cultural / sports activity.
5. Outdoors in densely populated areas (such as Christmas market)
6. Driving schools and other driver training. Applies to both employees and students
7. Waiting room for doctors, dentists and other health professionals
8. Common areas in public buildings open to the public

The order applies to the entire population born before 2008, except for people who for health or other reasons cannot wear face masks.

The order does not apply to students and staff in schools, after-school clubs and kindergartens. When picking up and bringing to daycare, exceptions are made for the use of face masks to prevent insecurity in children.

Trondheim municipality asks everyone travelling by public transport during rush hours to wear a face mask, as the local infection rates in are now increasing. Whenever you take a bus, please wear a face mask.

The Norwegian government presented new austerity measures at a press conference on Thursday morning. 

1. For the weeks to come, everyone must stay at home as much as possible and limit their social contact with other people.
2. Avoid all unnecessary domestic travel.
3. As of Friday, November 6th, all Norwegian bars and restaurants will close at 12 p.m. No new guests will be admitted in liquor licensed restaurants after 10 pm.
4. Private gatherings in public places and on rented premises are limited to 20 people.
5. Indoor events without fixed seats can admit no more than 50 people. 
6. Indoor events with fixed seats for everyone in the audience can admit up to 200 people.
7. Travelers from red countries must present a certificate of negative Covid-19 test upon arrival in Norway. The test must have been taken less than 72 hours before entry. If the person does not present such a test certificate, he or she may be refused to enter.
8. Persons arriving in Norway must have a permanent residence in the country, or the employer or client must guarantee a suitable place of residence upon arrival in Norway. Everyone else must stay in a quarantine hotel and test themselves during the quarantine period.
